are the files too big in size? are they the correct format?
another reason might be because you dont have enough posts, i know some forums restrict what you can post if you havent been active long enough.

You probably need to post here a bit more before permission to upload photos can be granted. Not sure, really.
I guess we'll have to wait for eFlare to answer this.
