1) You have to win a tournament after you get all of Tidus' techniques
2) Memory is fuzzy, but I think it's a Tidus exclusive
3) I think Wakka learns it

I thought Jecht Shot 2 was the first one you learn from that minigame? I was pretty sure they were tidus exclusive anyway. No idea on the last. But eh, I really can't recall, its been far too long.
